When El Paso banned indoor smoking in 1999 it was the most stringent smoking law in the country.

The office, the restaurant, the arena, even the bar. When the City of El Paso passed its 'Clean indoor air ordinance' in 1999 it was far and away the toughest smoking ban in the nation.
 
In this 22-minute feature film, Neil Simon unfolds a dynamic political case study, showing the grassroots mobilization, electoral politics, political fundraising, city hall lobbying, and environmental climate that all combined to bring about what was then the most stringent anti-smoking ordinance in the country.
